He is actually Enlil, who (along with Enki) is one of the two major gods in charge.In fact, I am now seeing that Enlil is actually the one who has been behind the work of Black Goat Releasing and seems to be associated with the astrological sign Capricorn/the Goat.
It is sometimes hard to tell which of these two is "the one" in charge of this work, but they are both definitely involved. So my apologies for my error.
